iiSBE年度理事會議暨SB13 Graz國際會議考察團紀要
Summary of iiSBE AGM & SB13 Graz
  為貫徹祐生國際化的腳步、持續關注全球永續建築領域之相關發展,繼組團參與1998、2000、2002、2005、2008及2011之永續建築(SB)系列國際性會議,2013年9月23日至10月2日由身兼社團法人台灣永續建築環境促進會顧問的黃晉英秘書長擔任團長,率領李彥頤先生、陳泰安先生、鍾政勳先生、高傳棋先生、劉定衢先生、簡永和先生、林怡萱小姐、林建宏先生、林玉茹小姐、李讃虔先生、林彣鴻先生及社團法人台灣永續建築環境促進會會員蕭睿麟先生等13人,前往奧地利格拉茲參加iiSBE年度理事會議及SB13 Graz國際會議。
  To continue Archilife's internationalization and monitor global developments in SB, between September 23 and October 2, 2013, a delegation was sent to attend the iiSBE Annual General Meeting and SB13 Graz International Conference in Graz, Austria. Archilife has previously attended the Sustainable Building (SB) series of international conferences in 1998, 2000, 2002, 2005, 2008 and 2011, and the latest 13-person delegation led by Huang Chin-ying, the Advisor to Taiwan Society of Sustainable Built Environment (TSSBE), consisted of Mr. Li Yen-yi, Mr. Chen Tai-an, Mr. Chung Cheng-hsin, Mr. Gao Chuan-chi, Mr. Liu Ding-chyu, Mr. Chien Yung-ho, Ms. Lin Yi-shuan, Mr. Lin Chien-hung, Ms. Lin Yu-ju, Mr. Lee Tzan-Chain, Mr. Lin Wen-hung and Mr. Hsiao Ruey-lin, a member of the TSSBE.

  黃秘書長一行於2013年9月23日22:20搭乘長榮航空BR61班機前往曼谷轉機,於當地時間2013年9月24日08:20抵達奧地利維也納機場,隨即搭車沿著奧地利東部往南前往格拉茲。途中順道參觀鐵城:艾森斯塔特(Eisenstadt)。顧名思義,進到城裡的第一個圓環中間就有著城市象徵的鐵製雕塑,巨大的鐵片螺旋排列,代表著這個城市因生產鐵而興盛的歷史。而周圍環繞著綠色植栽修剪成的音符,也象徵著當地人以作為海頓的同鄉為榮。
  Secretary General Huang and the delegation departed on Eva Air flight BR61 at 22:20 on September 23, 2013 and transferred through Bangkok to reach the Vienna airport in Austria at 08:20 on September 24, 2013. The delegation then immediately traveled south by road towards Graz along Austria's eastern border. On the way, the delegation visited Eisenstadt, the "Iron City".As the name suggests, the first traffic circle upon entering the city featured an iron sculpture that is the symbol of the city. Giant iron plates arranged in a spiral represented the city's rise to prominence due to iron production. The surrounding greenery trimmed into musical notes symbolized the local pride in being the hometown of Haydn.

  接著考察團一行參觀老城區及海頓的故居,現場感受讓音樂大師當年創作靈感洋溢的環境。中午用餐的魯斯特地區是布蘭根省的葡萄酒重鎮,除了品嘗當地的風味餐,還品嘗了季節限定,有著白濁酵母低酒精濃度的初酒Sturm。而此處的貴腐葡萄酒(Trockenbeerenauslese)為世界三大貴腐酒之一,而冰酒亦聞名於世,數量稀少,在當地就完售,很少有機會流入國際市場,更顯其珍貴。
  The delegation toured the city's old district and the historic home of Haydn to experience for themselves the environment that the great composer drew inspiration from. Lunch was in Rust, an important winemaking town in the Burgenland. Apart from sampling the local cuisine, the delegation also tasted sturm, a young wine with low alcohol content and yeast in suspension. The area also produces Torckenbeerenauslese, one of the top three noble rot wines in the world. Its ice wine is also world-famous as well. As it is only produced in small quantities and quickly sold-out locally, it's rarely seen in the international market. This makes the wines more precious.


  下午考察團一行則前往當地著名之百水溫泉飯店,百水先生獨創的建築設計結合了如西班牙達利的華麗風格與高弟的無直線設計,大量運用的磁磚拼貼,甚至連地板都有自然的起伏,令人印象深刻。參觀完畢,一行人直接驅車前往格拉茲下榻,養精蓄銳準備明天開會事宜。



  In the afternoon, the delegation traveled to Rogner Bad Blumau, a famous local hot spring hotel. The unique and very memorable architecture created by Mr. Friendensreich Hundertwasser combines the flamboyant style of Dali in Spain and the non-linear approach of Gaudi. Mosaic patterns are used extensively and even the floor itself featured natural curves. After touring the hotel, the group continued on to Graz where they rested over night and prepared for the following day's conference.

  2013年9月25日上午,黃秘書長率同李彥頤先生、鍾政勳先生、陳泰安先生及蕭睿麟先生前往參加iiSBE總會於Graz舉辦之年度理事會議,其他參與人員包含有Nils Larsson執行長、總會現任理事長Luis Braganca,前任理事長Andrea Moro及下屆西班牙大會主辦國代表Emilio Miguel Mitre等重量級人士。
  In the morning of September 25, 2013, Secretary General Huang went with Mr. Li Yen-yi, Mr. Chung Cheng-hsin, Mr. Chen Tai-an and Mr. Hsiao Ruey-lin to attend the iiSBE AGM held in Graz. Other attendees included heavyweights such as Nils Larsson, the CEO, Luis Bragnaca, the current president, Andrea Moro, the former president and Emilio Miguel Mitre, the representative for Spain, the host country for SB14 Barcelona.

  會中報告事項包含:SB13系列共計十六場次的地區會議幾近完成,同時也針對2014巴塞隆納的大會主辦議題、內容進行討論,並於同日正式啟動論文摘要的全球公開徵選。其他議題包含:SB14將積極邀請WGBC等參與; SB14 Challenge(綠建築挑戰)主要內容將包含設計階段與運行階段之評估成果呈現; SB Tool將設置KPI值以及問卷的評估;義大利分會則分享將SB Tool系統有效導引進入政府體系,同時兼顧預算運作以及商機的經驗。
  The agenda of the conference included the 16 SB13 regional meetings that were approaching completion as well as discussion on the topics and content of SB14 Barcelona. The global call for papers was officially launched on the same day. Other topics included: inviting WGBC et al. to participate in SB14 Barcelona; report on results of dividing SB14 Barcelona Challenge into a design phase and operational phase; defining KPI values and including questionnaires in SB Tool; as well as the Italian chapter's experience with the effective introduction of the SB Tool system into the government while balancing the needs of budget and business.


  會中 Nils Larsson也多次提及台灣的努力,包含對政府的影響力以及地方政府的參與推動,其中在高雄地區的研討會以及教育訓練,配合台灣部分建築應用SB Tool的評估,並積極轉化SB Tool為台灣應用版本的努力獲得多次的讚揚,並對台灣引領亞洲趨勢抱持極大的期待,本次會議在圓滿的氣氛下結束,而祐生團隊在會議中也積極表達出專業的參與以及對iiSBE的貢獻期許。
  During the conference, Nils Larsson mentioned the efforts made by Taiwan on several occasions including influence on the government as well as local government participation and support. The symposiums and training in Kaohsiung, the use of SB Tool to evaluate buildings in Taiwan, and the aggressive effort to localize SB Tool for Taiwan all received much praise. Nils also expressed his high expectations on Taiwan's leadership in Asia. The conference ended on a very successful note and the Archilife team actively demonstrated their professional engagement as well as their hopes of making a contribution to the iiSBE.

  下午在理事會議圓滿結束後,考察團一行前往格拉茲北面,標高473公尺的城堡山(Schlossberg)進行考察。該處已被列為城堡遺址保護公園,考察團一行搭電車上山,由於格拉茲市是圍繞城堡山修建,從山上俯瞰,眼見莫爾河(Mur)貫穿城市,區分為新、舊城區,山下由英國建築師Peter Cook和Colin Fournier設計的「格拉茲藝術館(Kunsthaus)」、位於莫爾河中由美國建築師Vito Acconci設計的「莫爾島(Insel in Der Mur)」、1806年建的市政廳、城堡皇宮、大小建築、紅瓦屋頂以及貫穿城區的大街小巷一覽無遺,是欣賞這座1998年獲選為「2003年歐洲文化之都」,以及1999年登錄「世界文化遺產名錄」城市之最佳地點。此外,綠意盎然的城堡山也是當地居民絕佳的休閒與爬山健行處所,一路上都能見到當地民眾悠游其間。考察團一行沿著石梯逐級而下,大夥於山腳下的咖啡座分享今日出席iiSBE理事會議及城堡山考察心得後,隨興沿著市區小巷及河岸步行回下榻旅館,由另一個角度欣賞方才從山上俯瞰的藝術館、莫爾島、市政廳等建築,並結束當日豐富的行程。
  After the successful conclusion of the AGM in the afternoon, the delegation traveled north from Graz to visit Schlossberg, Castle Hill which is located 473 meters above the sea level. The area has now been designated a public park and the delegation went up the mountain by electric train. As the city of Graz was built around Schlossberg, when you look down from the mountain you can see the Mur River that divides the new and old districts. The sights included the "Kunsthaus" gallery designed by British architects Peter Cook and Colin Fournier, at the foot of the mountain, the "Insel in Der Mur" designed by American architect Vito Acconci, in the center of the Mur River, the City Hall built in 1806 as well as castle palaces, large and small buildings, red tile roofs as well as the streets and alleyways crisscrossing the city. There is no better location for admiring the city named the "European Capital of Culture in 2003" in 1998 and a "World Heritage Site" in 1999. Verdant Schlossberg also offers local residents a great place for recreation and mountain climbing. Many local people can be seen strolling through the park along the way. The delegation headed down the mountain along stone stairs and then stopped by a cafe at the foot of the mountain to exchange insights from the iiSBE AGM and tour of Schlossberg. From there, they strolled back along city alleys and the riverside walk back to the hotel to admire the Kunsthaus, Insel in Der Mur and City Hall buildings they had seen on the mountain from another perspective. This marked the end of that day's very busy itinerary.


  2013年9月26日至27日考察團參加SB13 Graz國際會議,本次會議總共有300篇摘要、120篇報告及40篇海報等發表。
  Between September 26 and September 27, 2013, the delegation attended the SB13 Graz. A total of 300 summaries, 120 papers and 40 posters were published at the conference.


  本次會議聚焦節能建築並且透過BUSINESS MODEL加以推廣,第一天的會議主要討論Net Zero Energy Buliding,並發展出一套LCA評估系統,評估碳的排放量及其對環境的衝擊。所謂的Zero Energy就是最低耗能狀態,目前使用木頭材質似乎比較可能達到低耗能、低碳的狀態,並且希望未來可以複製成功模式並加以模組化。未來我們必須採用GREEN MATERIAL (綠色材料)創建一個SMART CITY(聰明城市),並且化為綠色政策,歐洲已有八個城市在構建聰明城市(SMART CITY)。目前實際案例就是格拉茲醫學大學,希望創建一個有永續建築及視野的醫學大學。
  The focus of this conference was on energy-saving buildings and their promotion through business models. Day 1 of the conference was dedicated to the discussion of Net Zero Energy Buildings and a LCA assessment system developed to assess carbon emissions and their environmental impact. Zero energy means the state of minimum energy consumption. Right now, timber appears to be the best way of achieving low energy consumption and low carbon emissions. Successful cases can hopefully be reproduced in the future and modularized. In the future, we must use green materials to create a smart city and make it green policy. Eight cities in Europe are now developing as smart cities. One actual example is the Medical University of Graz that is now seeking to create a medical university with sustainable buildings and a vision of sustainability.

  2013年9月27日大會閉幕後,黃秘書長隨即召開心得分享與交流會議,希望團員可以擷取國外經驗,比對祐生內涵,是否有符合且可予以接軌之處;但綜觀本次會議之結果,祐生的概念還是居於領先地位,而且還付諸實踐。此外各國都是使用了許多評估工具來做研究,而祐生的觀點就是要讓人進入空間感覺舒適,至於舒適指標要如何訂定,才能反映空間是沒問題的,此重責大任就落在負責設計規劃的建築師身上。
  After the conference closed on September 27, 2013, Secretary General Huang immediately convened a meeting to share insights and exchange opinions so that the delegation can draw on the foreign experience and compare them to Archilife's own manifesto to see if there are any compatible areas to connect with. On the whole however, Archilife's concept is still in advance of the conference's results and has been put into practice as well. Additionally, while other countries use many different assessment tools in their study, Archilife's emphasis is on making people feel comfortable when they enter a space. And to define an indicator that reflects how comfortable a space is would be architect's responsibility while planning and design.


  2013年9月28日一早考察團一行前往哈修塔特(Hallsatatt)、Salzwelten Salzburg鹽洞區,最後下榻音樂神童莫札特的故鄉:薩爾斯堡。
  On September 28, 2013, the delegation set off early in the morning for Hallstatt and the salt caves of Salzwelten Salzburg. That night's accommodation was in Saxonburg, the hometown of Mozart, the music prodigy.

  途中先落腳Ausseer Lebkuchen的百年老店稍事歇息。除免費試吃各式手工巧克力麵包與薑餅,也對該店利用了許多老式「照片機、收音機、打字機、舊相片、農具、鼓風機、行李箱、商品包裝紙盒、餅乾鐵罐、玻璃杯」等來布置而成的專賣店與咖啡店,留下印象,類似俗稱之「懷舊餐廳」;此外,該店也利用了一些模型、照片、手繪圖,甚至透明玻璃來讓遊客得以看見該店所生產各式麵包與餅乾的製作過程,值得臺灣位於高速公路旁的休息站、賣店、餐廳來借鏡學習。
  During the journey they stopped by the century-old shop of Ausseer Lebkuchen for a break. Apart from free tastings of hand-made chocolate bread and gingerbread, the way that the store used old "Cameras, radios, typewriters, photos, agricultural implements, blowers, luggage, product packaging, biscuit tins and glass cups" to decorate the specialty store and cafe left a strong impression as well. The result was similar to what we usually refer to as "Nostalgia Restaurants". The store also used models, photos, hand-drawn pictures and even transparent glass to show tourists how they baked bread and biscuits. This technique is something that rest stations; stores and restaurants along Taiwan's freeways can learn something from.

  阿爾卑斯山群間的鹽湖區境內,共有76個大大小小的湖泊,其中有著「世界上最美麗的湖畔小鎮」封號的哈修塔特(Hallstatt)是最漂亮的,於1997年被聯合國列為世界文化遺產之一,是鹽湖區裡由克爾特人所闢建的最古老村落之一,也是Hallstatt文化(歐洲鐵器文化)的發源地,大約創建於西元前1千年至5百年間,地處於海拔511公尺,現在居民約計有千人。過往藉由開採岩鹽而致富,近年已轉型成為全世界知名的觀光旅遊景點之一。
  The Salt Lake region in the Alps contains a total of 76 lakes of all sizes. The most beautiful of these was Hallstatt, known as the "most beautiful lakeside town in the world". Hallstatt was named a World Heritage Site by the United Nations in 1997. It is one of the oldest settlements founded by the Celts in the Salt Lake region and the birthplace of Hallstatt culture (Europe's iron-age culture). Hallstatt was settled around between 1000 ~ 500 B.C. It is located 511 meters above the sea level and has around 1,000 residents. The town's prosperity was built on the mining of rock salt and it has gradually transformed itself into one of the world's top tourist destinations in recent years.

  湖中小島與湖畔古早建築物的倒影,煞是美麗。而依山而建的各種房舍、倉庫、商店、教堂,除了基座採石頭外,許多屋樑或門窗還是保留原有的木構造樣式。當地許多建築物的門牌、庭院、窗台、門窗、把手、雕刻裝飾,甚至屋頂炊煙、攀牆的葡萄藤或植栽,經常構成一幅幅讓遊客驚艷拍照的美景。
  The islands in the lake as well as the reflections of the historic buildings by the lakeside are quite breathtaking. Houses, warehouses, stores and churches were built along the mountainside. Though the foundations were built from stone, most of the beams and windows kept their original wooden architecture. The local buildings' house numbers, gardens, window sills, windows, handrails, decorative carvings along with the smoking chimneys, grape vines growing along the walls and plantings frequently form beautiful sights that woo tourists into taking photos.

  此地的商家除了在店門口擺設各種綠色盆栽、植栽,以及手寫廣告招牌或有創意的店招外,店裡頭所販賣種類多元的文創商品,幾乎可說都不一樣。而此地所特產的心型鹽塊、各種彩繪玻璃瓶所裝的色彩鹽、小提琴型的巧克力等商品,更是讓人愛不釋手。值得一提的是,由於此地位處北溫帶,寒冬時間比較長,所以挨家挨戶幾乎都會有倉庫或空間來存放過冬用的材薪及牲畜的糧秣。
  The local shops have all kinds of green pot plants at the door. They also have hand-written or creative store signs. The shops themselves sell a wide variety of creative cultural products that are almost all unique. The local specialties of heart-shaped salt blocks, colored salts contained in painted glass bottles, and violin-shaped chocolates are all hard to put down. It is worth noting that the region is located in the northern temperate belt so the winters are longer. As a result, every household has warehouses or storage spaces to hold kindling and livestock feed for the winter.

  美好的時光飛逝而過,接著考察團前往『鹽洞區』。綜觀之,不論是食用的鹽品、交易用的黃金、能源用的媒、象徵財富的鑽石等,人類自古以來為了由地球獲取這些物資,不約而同地挖掘了綿延數公里的坑道,也造成許多的生命損失。
  Time passed too quickly and the delegation headed to the "Salt Caves" next. Generally speaking, salt for food, gold for trading, coal for energy or diamonds that symbolize wealth, mankind has invariably dug kilometers-long tunnels to extract these resources from planet Earth since ancient times. Many lives were also lost in the process.

  如同臺灣九份的黃金博物館,鹽洞也是人類耗用地球資源的遺址展現。在主礦區生產效率不符成本且資源獲取的科技改變後,原來的礦區已經不再產出,轉型以觀光景點及體現過去採礦狀態做為礦區的第二春。
  Like the Gold Museum at Jiufen in Taiwan, the salt cave is evidence of mankind's depletion of the Earth's resources. Now the main mining region is no longer cost-effective to operate and the technology to extract these resources has changed, the mines were shut down then reborn as tourist destinations and a showcase for the old mining days.


  奧地利有三個鹽洞區,分別是:Salzwelten Salzburg、Salzwelten Altaussee、以及Salzwelten Hallstatt。本次參訪的是Salzwelten Salzburg。進入礦坑前必須先換上礦工裝,體驗礦工進入礦區乘坐的小火車(obersteinberg-stollen)在下滑坑道的木軌滑行,到地下深11.88公尺處參觀,支架立礦壁及鹽脈的情況,沿途可見一斑。礦工在地下11.88公尺處的高溫及稀薄空氣下工作是何等的辛苦。礦坑內不時以影片介紹鹽坑及採礦的歷史過程,加深對鹽洞的了解;現場布置並以人偶來還原當時史前時代岩鹽採掘的模擬狀況;另外洞內還有因礦災遭埋入岩壁,年代長久後形成的乾屍(Man in salt),當時所遺留下來採掘器具及失事現場也變成現今的珍貴古蹟。採鹽礦的工法也在每個礦區各造就了一座地下鹽湖,無風不動的湖面將湖底映射在湖面上,並輔以彩色燈光,呈現出夢幻形態。
  Austria has three salt cave regions: Salzwelten Salzburg, Salzwelten Altaussee and Salzwelten Hallstatt. This time, we visited Salzwelten Salzburg. Before entering the mine everyone must change into miner clothing and then slide down into the mine along wooden rails on the small train (obersteinberg-stollen) that miners once used. We then toured the mine located 11.88 meters under the ground where the mining supports and salt veins everywhere. The high temperature and thin air 11.88 meters under the ground meant the miners had a very difficult job to do. Here and there in the mine were videos on the history of mining and the salt mine. Mannequins were also used to recreate how salt was mined in prehistoric mines. The mine featured a "man in salt" display formed after miners were buried by a cave-in. The digging tools left behind and scene of the accident itself are now a precious historic site. The technique used for salt mining led to the creation of an underground salt lake in each mining region as well. The way that the perfectly still lake surface reflected the lake bottom created a fantastic sight when combined with colored lighting.

  結束今日的所有行程後,考察團一行轉往音樂神童莫札特的故鄉,奧地利第四大城薩爾斯堡(Salzburg)。
  At the end of the day, the delegation continued on to Salzburg, the hometown of Mozart, the child music genius, and the fourth largest city in Austria.


  2013年9月29日一早,考察團前往梅爾克修道院,修道院位於下奧地利州梅爾克鎮的山岩上,此處高約六十米,一面俯瞰多瑙河,比鄰瓦豪河谷,過去是羅馬帝國時代的軍事城堡,西元1702年至1736年由雅格布‧普蘭陶爾(Jakob Prandtauer)重新設計興建,修道院是巴洛克式建築的傑作,外觀為鵝黃與白相間的顏色,教堂東西長320公尺,高聳入雲的尖塔高65公尺,雕飾及造型非常獨特,遠觀十分宏偉。
  On September 29, 2013, the delegation set off early in the morning for the Melk Abbey. The Abbey is situated on a rocky outcrop in the town of Melk, Niederoesterreich. The outcrop is 60 meters high, overlooks the Danube River and is close to the Wachau Valley. It was originally a Roman fort but was rebuilt between 1702 and 1736 AD by Jakob Prandtauer. The Abbey is a masterpiece of Baroque architecture in yellow and white. The church is 320 meters along its east-west axis and the tall tower is 65 meters high. It not only features distinctive carvings and designs but also is magnificent to behold from a distance.

  教堂中金碧輝煌,處處鑲金,訴說著此處曾經歷的輝煌,也顯露其貴氣,因神聖羅馬帝國王室是主要贊助者,所以也以宗教影響力維持政局穩定,宗教對當時社會政治的影響從教堂內的擺飾即可窺見一二,雖教堂地處偏遠,但權貴絡繹於途,修士要在此富麗堂皇的教堂內隱修,恐怕是難隱也難修。
  The interior of the church was very ornate with gold-plating everywhere, evidence of the Abbey's wealth and old glories. As the imperial family of the Holy Roman Empire was its main sponsor, the power of religion was used to ensure political stability as well. The influence of religion on the society and politics of the time can be seen from the decorations inside the church. Despite the church's remote location, it was frequently visited by the rich and powerful. It would not have been easy for monks to find quiet and solitude in such a magnificent church.

  離開梅爾克修道院後前往杜倫斯坦(Duernstein),這個小鎮離維也納只有73公里,相傳在西元1192年,英國獅心王稱號的理查(Richard the Lionheart),因戰利品分配不滿意被奧地利公爵利奧波德五世秘密囚禁在山頂上的克恩林古堡(Kuenringer)裡。而現今遊歷其間,發現鎮內有著許多古建築及特色小店,店家主要販賣紀念品、巧克力、杏桃加工食品和酒,雖多瑙河在其旁,周邊風光明媚,存在古意與恬靜,但小鎮景觀相較奧地利其他城鎮並沒有明顯特色,只是加入歷史傳說,旅人遊歷其間,就可增添一些想像趣味,這似乎是提升古蹟價值,包裝行銷的最好方法。參觀完畢,考察團一行隨即轉往下榻維也納。
  After leaving the Melk Abbey, we continued on to Duernstein. This small town is just 73 km from Vienna and the legends say that in 1192 A.D., Richard the Lionheart, the King of England, was secretly imprisoned in the old Kuenringer castle at the top of the mountain by Leopold V, the Duke of Austria, after falling out over how the spoils of war were to be divided. During our tour, we discovered many old buildings and specialty shops in the town that mainly sold souvenirs, chocolates as well as almond-based foods and wine. Despite the nearby Danube River, picturesque scenery, idyllic atmosphere and sense of history, the townscape seemed rather mundane compared to other Austrian towns. The addition of historical legends however added interest for visitors and appeared to be the best way of packaging and marketing historic sites. When the tour was finished, the delegation went on to stay at Vienna.


  2013年9月30日一早從下榻的Leonardo Hotel出發前往老多瑙河區,一路上經過國會大廈、教堂、現代化玻璃帷幕牆大樓並橫越多瑙河,多瑙河上有遊輪穿梭,顯示遊多瑙河的行程仍受好評,也首次看到往市中心方向有稍微塞車景象,沿路街道牆面有少數塗鴉且以文字為主,精美的塗鴉圖畫則較少見,湖邊有零星獨棟住家,湖水清澈見底,正巧這時湖面游來一隻白天鵝及兩隻野鴨,一行人圍著白天鵝拍團體照或獨照,臨走前,發現河邊有垃圾分類收集及臨時性移動式廁所。
  On September 30, 2013, we set off in the morning from the Leonardo Hotel to the Old Danube region. On the way, we passed by the Austrian Parliament, cathedrals and buildings with modern glass facades before crossing the Danube River. Cruise ships could be seen sailing along the Danube showing that Danube River cruises remain quite popular. We also saw the first signs of traffic congestion in the direction of the city center. Very few of the walls along the streets had any graffiti and most of these consisted of text. Elaborate graffiti murals were quite rare. Along the lake, there were a few houses dotted here and there. The lake waters were so clear you could see the lake bottom. A white swan and two wild ducks happened to paddle by on the lake so everyone gathered around the swan to take photos or have their photos taken. As we got ready to leave, we noticed recycling bins and portable toilets next to the river.

  在驅車前往百水公寓途中經過出租國宅,可長期租用,直到承租人放棄搬離為止,期間若沒有按時繳交租金,即要面臨強制搬離的命運。百水公寓以獨特的立面、不規則曲面及用色大膽設計著稱,現場同時聚集相當多的學生及觀光客,可以發現奧地利之所以有這麼多豐富的人文與藝術,創意構想不斷開發,應該就是將生活融入教育,讓維也納能成為歐洲著名的國際都市之一。
  On the way to the Hundertwasser-haus we passed by public housing that can be rented on a long-term basis until as long as the renter wanted. They must however pay rent regularly or they will be evicted. Hundertwasserhaus is renowned for its unique frontage, irregular curves and bold colors. Many students and tourists were gathered in front of the building as well. They showed that Austria's wealth in art, culture and creativity probably came from making life a part of education and this in turn made Vienna one of the top international cities in Europe as well.

  離開百水公寓後,直接前往哈布斯堡王朝興建的美泉宮,美泉宮已被列為聯合國教育科學文化組織的世界遺產,是維也納的重要標誌,花園以幾合圖案、精美的鐵鑄鐵件與繁複的線條設計,無不顯示哈布斯堡王朝的富裕及統治者的霸權宣示意味,花園整體以透水的細砂石及水池為主要元素,與末端的狩獵森林相呼應,相信是為騎馬通行方便而設計的。
  After leaving Hundertwasserhaus, we went directly to the Schonbrunn Palace built by the House of Hapsburg. The Schonbrunn Palace has been listed by UNESCO as a World Heritage Site and is an important symbol of Vienna. The design of the garden features geometric patterns, exquisite cast iron pieces and complex lines that emphasized the House of Hapsburg's wealth and power. Fine permeable gravel and ponds defined the basic tone of the garden and complemented the hunting forest at the far end. This was undoubtedly designed for easy access by horses.

  接著前往世界各國名牌林立的精品街,新舊文明的衝擊在廣告招牌上也各領風騷,另外高聳的歐洲第二大聖史蒂芬大教堂夾雜期間,碰巧聖史蒂芬大教堂正在整修無法入內參觀,廣場的設計、完整的徒步區規劃、街道中央低陷的排水系統與大石板舖面與歐洲其他國家相同,但是動輒百年以上的建築物或商店,及電車四通八達的程度令人印象深刻,在平均月收入2000歐元(相當新台幣8萬元)的奧地利,在高昂物價中,生活想必也並不輕鬆。
  We then went to the boutique street lined by famous international brands. The clash of old and new could be seen in the advertising signage as well. Mixed among them was St. Stephen Cathedral, the second largest cathedral in Europe. Our visit coincided with the refurbishing of St. Stephen Cathedral so we could not tour its interior. The design of the square, the fully-fledged pedestrian zone, the drainage system running along the shallow depression in the middle of the street and the stone slab paving were similar to those of other European countries. The buildings and shops that were frequently over a hundred years old as well as the trams that seemingly ran everywhere left a strong impression. The high cost of living however meant that living in Austria on an average monthly salary of 2,000 euros (equivalent to 80,000 NTD) couldn't be that easy.


  2013年10月1日適逢奧地利國會大選剛結束,奧地利公民的投票參與度很高(投票率最少八成),但對選舉結果並不會很在意,這與台灣的選舉文化有著莫大的差異。在奧地利,選前除了看板外,未曾看過宣傳車,選後隔天也沒有掃街拜票。這或許是一個成熟的民主選舉典範,民眾會主動關心政局,對最後結果也都會予以尊重。
  On October 1, 2013, coincided with the end of the Austrian parliamentary elections. Austrian citizens have a very high voting rate (of at least 80%) but they didn't really pay much attention to the election results unlike the election culture in Taiwan. In Austria, only billboards were seen in the lead-up to the election. There were no trucks with blaring speakers or winning candidates parading through the street to thank voters for their support. This may be an example of a mature democracy. The people took an active interest in politics but they also respected the ultimate outcome.

  考察團一行漫步舊城區,聖史帝芬大教堂鄰近建築群未因繁榮的商業氣息而走味,哥德式、巴洛克、分離派建築一磚一瓦與現代化的鋼筋建築共譜老城新氣象。百餘年的建築在台北常因都更計畫,保存與維護已趨漸不易,老歷史也隨之凋逝,這值得台灣執政者借鏡,尤其是文化的保育投資。環城大道地面的音樂家石牌刻有舒伯特、蕭士塔高維契、卡拉揚等大師姓名,以表紀念;街頭藝人的演奏器樂,更添這座「音樂之都」獨特風采,維也納在此的城市定位格外鮮明!最後大夥在碧草如茵的「維也納市立公園」圓舞曲之王小約翰史特勞斯雕像前合影留念,為此行劃下完美句點。
  The delegation went on a stroll through the Old District. The buildings near the St. Stephen Cathedral seemed immune to the bustle of commercial activity. Gothic, Baroque and Sezession buildings all co-existed in harmony with modern architecture in steel and concrete. In Taipei, urban planning meant that buildings over a century in age are increasingly hard to preserve and maintain so the past has faded away with them as well. Vienna is therefore a role model for the Taiwanese authorities especially when it comes to cultural conservation and investment. On the Ringstrasse, the stone tablets are carved with the names of great musicians such as Schubert, Shostakovich and Karajan. The playing of instruments by street performers added to the unique ambience of the "City of Music" and emphasized the essence of Vienna! Finally, the delegation gathered for a group photo in front of the statue of Johann Strauss II in Stadtpark with its velvet green lawns, bringing the trip to a perfect conclusion.

  在結束了所有考察行程後,考察團一行自維也納當地時間18:50搭乘長榮航空BR62班機經曼谷,於10月2日16:25平安抵達桃園機場,圓滿結束本次的考察行程。
  After completing the itinerary of our visit, the delegation departed Vienna on Eva Air BR62 at 18:50 Vienna time. After transiting through Bangkok, the delegation arrived safely at Taoyuan International Airport at 16:25 on October 2. Our tour was a complete success.
